Sir: I have the honor to acknowledge receipt of your excellency’s note No. 8, dated. May 8, inclosing an authentic copy of a decree given by his excellency the President of the republic, relating to the abduction of the monitor Huascar, on the night of the-6th of May. I have the honor to inform your excellency that I will forward to my government a copy of the decree referred to. I reiterate to your excellency my most distinguished respect and esteem.
