Mr. Minister: In consequence of the retirement from the executive power of the President of Hayti, a committee of public order has been found to fill a vacancy of the executive power until the government may be reconstituted.

The committee makes haste to inform you of this state of things and to give you the assurance of its profound desire to maintain the good relations which exist so happily between the government you represent and the Government of Hayti.

The committee has been divided into bureaus for the expedition of the public service; the bureau of foreign affairs is authorized to establish with you those relations for which you are accredited near the Haytian Government.

The bureau of foreign relations is superintended by Mr. Senator Denis. The committee prays you, Mr. Minister, to accept, with its cordial salutations, the assurance of its distinguished sentiments.
