Major Offley, commanding at Fort Ringgold, Rio Grande City, Tex., called at this consulate to-day to make me an official visit, informing me that he had received orders from the Government at Washington to take possession of the island of Morteritos, the supreme Government of the United States considering it as the property and the territory of that country.
