Mr. Otto to Mr. Fish.
American and Spanish Commission, Washington, July 16, 1874.
Sir: I have the honor to inform yon that, pursuant to the power vested by the first article of the agreement concluded February 12, 1871, between the United States and Spain, this commission at their session of the 11th instant selected Hon. Mr. Bartholdi, the minister of France to this country, as umpire, to fill the vacancy occasioned by the resignation of Baron Lederer.
Mr. Bartholdi has been officially notified of his appointment, but withholds a reply until the French government shall have authorized his acceptance of the appointment.
