Sir: I have had the honor to receive your letter of the 11th of December, 1855, on the subject of illegal military enterprises against the state of Nicaragua originating in California.
[514] I shall use every effort to carry out the directions and wishes of the President in regard to these illegal *enterprises.
Up to the present time I am very confident that no vessels have been fitted or men organized within the southern judicial district of California, nor have any of its citizens embarked in such illegal enterprises.
