To the Diplomatic and Consular Officers of the United States:

Gentlemen: I transmit herewith for your instruction, and for the information of all persons interested, a copy of an executive order, which was issued yesterday by the President of the United States, prescribing a fee of five dollars, in addition to the fees heretofore authorized, to be charged by the diplomatic and consular officers of the United States for each passport issued or granted by them in a foreign country.

This order is to take effect immediately.
