NEW ORLEANS

COLONEL : The major-general commanding directs that you will sail with the Twenty-third Wisconsin and Ninety-sixth Ohio, so soon as you have taken the transportation of the latter regiment on board, coaled, &c., reporting to General Lawler at Morganza. Healso directs that you will detail one lieutenant to remain at Algiers in charge of enlisted men and transportation of regiments en route from Mobile Bay and to await their arrival. He will report to these headquarters for

6. Col. J. H. Sypher, Eleventh U. 8. Colored Heavy Artillery, is hereby detailed for duty as president of the Board of Examination for officers of colored troops now in session in this city.
