Mr. Valderrama to Mr. Osborn.
Sir: It is with special satisfaction that I now proceed to fulfill the instructions received from His Excellency the President of the Republic, by manifesting to you the very sincere gratitude of this government for your able and distinguished co-operation in the preliminary negotiations that have led to the establishment of the bases of the treaty fixing the boundaries between Chili and the Argentine Republic.
Both countries, as you are aware, are now about to close their differences by means of an arrangement which will establish a solid and loyal friendship between them; and it is to you, sir, as I am happy here to acknowledge, that the re-establishment of this friendly feeling is in a great measure due; a measure that insures a condition of things that is indispensable to the future welfare of the two neighboring nations.
Intimately connected as your name is with the making of this international treaty, treaty which can be productive of but good to both nations, your residence here will be remembered for all time with feelings of the liveliest gratitude by Chili.
