Sir: I have the honor to transmit herewith the translation of a letter addressed to me by the Moorish minister of foreign affairs, (inclosure No. 1,) in which he announces to me that the son of the late Emperor, Mulay Hassan, has been proclaimed Sultan of Morocco, and that His Majesty has been pleased to retain him in his cabinet, holding the same position as he held under the late Sultan.
