My Lord: I have the honor to inclose herewith a copy of a report by Mr. Treitt, legal adviser of this embassy, upon the disabilities to which aliens residing in France are subjected bylaw, which I requested that gentleman to draw up upon receiving your lordship’s dispatch of the 16th instant.
