Legation of the United States, Vienna, October 31, 1864.
Sir: I have the honor to state that, upon the 26th of October, his Imperial Royal Majesty accepted the resignation by his excellency Count Rechberg of his functions as minister of foreign affairs and of the imperial household. The fact was communicated on the same day by circulars to the various foreign legations at Vienna. On the following day a circular from Count Mensdorff Ponilly announced his appointment to the functions resigned by Count Rechberg.
