Washington, July 16, 1861.
Lieut. Gen. WINFIELD SCOTT, Commanding the Army: GENERAL: In consequence of the order removing the troops from the Oregon route, urgent applications have been made to the War Department to have a sufficient force stationed thereon to protect the overland mail. To aid in effecting this purpose, the Secretary of War desires, if it meet your approbation, that the paroled companies now stationed in New York Harbor be directed to take post in Utah. I am, general, &c.,
