Sir: Under cover of this dispatch I inclose the copy of a note addressed by myself to the minister of foreign affairs, covering in a brief and compact form the history of the recent peace negotiations with Señor Garcia Calderon. My previous dispatches to you embrace the same subject in a much more detailed and extended form.
