Sir: Under cover of this dispatch I inclose the translation of an important decree emitted by the Montero Government, wherefrom it will appear that notice is given of a disavowal of the right of Chili to sell the guano and nitrates priorly pledged to the creditors of Peru; the intention avowed to contest the sale; and the determination to cut off those creditors of Peru who have entered into arrangement with the Chilian Government announced.
