Sir: Permit me to say that Mr. Borges, the Brazilian minister, my former colleague, has received the appointment as minister plenipotentiary, &c., to our Government. He is a gentleman of fine ability, and has always expressed the most friendly sentiments toward our country, was a very popular minister here, and, if I am not mistaken, will earn the same reputation at Washington. I therefore have no hesitation in requesting for him a cordial reception.
