Sir: A telegram from Mr. William Paine, the commercial agent of the United States at Bucharest, addressed to me, was yesterday received at this legation, as follows:
Recognition of Roumania by England, France, Germany, takes place Friday next. Have been asked by minister foreign affairs what our government intends doing. Please instruct me.
