Sir: Referring to your dispatch No. 130, respecting the collection of recruits in Europe for the polygamous practices of Mormanism in the United States, and my 231 in response to the same, I inclose herewith a note from the ministry of foreign affairs, relating to the subject and to their willing action in furtherance of your views, and translation of same.
