Sir: It has come to my knowledge to-day that, on the afternoon of the 2d instant. (yesterday), there was hoisted upon the flag-staff of the legation and consulate-general of the United States, situated in this city, without authority, by some party or persons unknown tome, a United States flag. And it has also come to my knowledge to-day that it is probable that some party or persons wholly unknown to me, and without authority, have forcibly entered upon the premises connected with said legation and consulate-general, and are taking unauthorized and illegal possession thereof. I have, therefore, the honor to present to you, in the name of my government, my solemn, earnest, and formal protest against such proceedings, reminding you at the same time that it is the duty of your government to accede to my legation and consulate-general, together with all the property, books, papers, and archives thereof, entire and full protection against all and every such party or persons whatsoever.
