HEADQUARTERS PRISONS EAST OF MISSISSIPPI RIVER,

General S. COOPER, Adjutant and Inspector General, Richmond : GENERAL: The Federal prisoners of war at all the prisons are suffering very much for want of clothing. I would be glad if the attention of the Federal Government was called to the fact.
