Sir: I have the honor to acknowledge the receipt of your communication of the 11th instant, inclosing letter from the Chinese minister, with reference to a proposed investigation about to he made at Rock Springs, in Wyoming Territory, by the Chi-Bese consuls, of the murderous outbreak upon the Chinese laborers employed in mining in that vicinity.
The district attorney of Wyoming Territory has been instructed by this Department to do all in his power to assist the proposed investigation, and to bring the evildoers to justice.
