John Bigelow to Henry Wellesley, March 26, 1866

Mr. Bigelow to Lord Cowley

My Lord: I have the honor to acknowledge the receipt of your favor of the 23d instant, communicating the report received by your excellency’s government that a sum of $500,000, being the second instalment of the indemnity due by the Japanese government, under the convention of the 22d October, 1864, bad been received by the Oriental Bank of Yokohama, where it is held at the disposal of the representatives of the four powers.

Your excellency also informs me that you are instructed to propose that this second instalment should be remitted, to Europe in conformity with the arrangement suggested in the letter addressed to me by; Mr. Ellis on the 19th of December last, in regard to the first payment.

In conformity with the instructions of my government, and in its behalf, I have the honor to accept the foregoing proposal and to thank your excellency for its communication.
