Sir: I have the honor to enclose a reply to my note of the 2d instant, addressed to Count Manderstrom, minister of state and of foreign affairs, in relation to the recent visit of the United States steamer Wachusett to the island of St. Bartholomew.

A copy of the reply and of the translation thereof are herewith enclosed.
