Sir: With reference to your dispatch No. 3, of the 26th June last, which nominates Mr. Peter A. McKellar for appointment as vice-consul of the United States at Valparaiso, I have to inform you that the Department deems it advisable that another nomination should be made for that office. It is preferred that an American citizen be named if practicable.
Your dispatch No. 8, of August 22 last, has been received.
