Hoar to Hamilton Fish, March 1, 1871

Sir: I have the honor to acknowledge the receipt from the Department of State of a commission from the President, appointing me “far be a commissioner of the United States in a joint high commission between the United States and Great Britain,” and to inform you that I accept the same. I have taken and subscribed the requisite oath, which has been duly certified, and is inclosed herewith. I was born in Concord, in the commonwealth of Massachusetts.
