President Hayes to the Emperor of Brazil.

Rutherford B. Hayes, President of the United States, to His Majesty Dom Pedro I, Constitutional Emperor and Perpetual Defender of Brazil:

Great and Good Friend: I have received intelligence from the envoy extraordinary and minister plenipotentiary of the United States in Brazil of the nomination by your Imperial Majesty of the Councillor, Baron de Arinos, the envoy extraordinary and minister plenipotentiary of Your Majesty at Brussels, as the third commissioner, provided for by the text of the convention concerning claims, entered into on the 15th of January last between the United States and France.

The Government of the United States fully appreciates the courtesy of Your Majesty in acceding to the invitation respecting this appointment, and will be peculiarly gratified to welcome to the scene of his labors a gentleman already distinguished by the regard of Your Majesty.

May God have Your Majesty in His wise keeping.
