Sir: I inclose herewith, for your information, a copy of a dispatch of the 3d instant, No. 27, from the minister of the United States at St. Petersburg, and of dispatches from the minister at Berlin and Copenhagen, both dated the 9th instant, numbered respectively 558 and 226, in relation to the reported transfer of the Danish West India Islands to Germany.
