No. 195. Mr. Fish to Mr. Hegermann.

Sir: Referring to your note of the 7th of January last, I have the honor to inclose herewith, for your information, a copy of a dispatch of the 9th of February, 1874, No. 19, and of its accompaniments, from Mr. Williams, chargé d’affaires, ad interim, of the United States at Peking, relating to the protest made by the Chinese authorities against the action of the Great Northern Telegraph Company in that country.
