Sir: Your dispatch No. 16, of the 29th of September last, in relation to the passage of a “law of freedom” in Brazil, has been received.
You will inform the government of Brazil that the President has received with, much satisfaction the intelligence of the passage of the law adverted to. Your course in regard to the matter is approved.
