Sir: Your dispatch, No. 33, of the 22d of January last, relating to the return of destitute citizens of the United States in Brazil to this country has been received.

As you were informed in my dispatch No. 16, there is no appropriation from which a sum to defray the passage of these persons to the United States can properly be drawn.

A naval vessel is expected soon to return from Brazil, on which some of them can embark, under orders heretofore issued.
