Sir: Your dispatch No. 172, under date of 12th July last, relating to the departure of thirty Chinese youths for education in the United States, and bespeaking my good offices in their behalf at the request of Li Hung Chang, has been received. The arrival of these young men is regarded with interest, and it will give me pleasure to manifest my friendly feeling for them should a proper occasion offer.
