Sir: I have the honor to transmit herewith for your consideration a copy of the report of a naval court of inquiry convened under the direction of the President, by an order of the Secretary of the Navy, promulgated on the 3d of January last, to inquire into the causes of the foundering of the steamer Virginius, then recently delivered to the United States by order of the government of Spain.
The report contains all the evidence, documentary and oral, submitted to the court of inquiry in relation to the subject of the inquiry on that occasion.
