CARLETON, Commanding District of Arizona, Fort Bliss, Tex.: GENERAL: The commanding general desires that you will arrange the affairs of your district so that the command may be turned over to 8 R R—VOL L, PT 1 the officer next in rank as soon as practicable, and hold yourself in readiness to repair to the headquarters of the department.
