Sir: Referring to my dispatches, Nos. 650, 653, and 661, in which I informed you that the diplomatic body had requested me to speak with the ministers of the foreign office in regard to the mixed court at Shanghai, and more particularly to the dispatch last named, in which a minute of the interview was forwarded, I have now the honor to hand you herewith a copy of a letter which I have received from Sir Thomas Wade, doyen of the diplomatic body, in reference to the action taken by me.
