Sir
Capt Nicholson having a desire to converse with the Secretary of the Navy, concerning several subjects, relative to the public service, some of which he thinks personally, interesting to himself, has my permission to go to Philadelphia for that purpose.
I am Sir with great esteem your most / obedient & humble servant
