Sir: I have to acknowledge your No. 122, of the 15th of August last, in regard to the alleged joint action of France, England, Germany and Italy in the affairs of the Pacific coast of South America, and to approve your refusal to be approached in the matter. Beyond your dispatch the Department as yet has no information on the subject.
