Department of State, Washington, April 2, 1883.
Mr. Logan is informed that the action of Mr. Partridge, as reported by Mr. Logan, is unauthorized, and that he has been directed to make explanations; that instructions suggesting the recognition of the government of Calderon have been sent by mail.
Tarapaca to be ceded to Chili by Peru. United States will agree to arbitrate in the event that Chili is to receive any further indemnity.
