Sir: With reference to the instruction No. 562, of the 31st of March last, of this Department to you concerning the Venezuela debts, I now inclose herewith for your information a copy of a note from Count Hatzfeldt, the minister of foreign affairs of Germany, in which he states that the imperial German Government will ageer to whatever the other nations interested approve, with due regard to its treaty rights.
