Sir: With reference to previous correspondence concerning the international conference for the protection of submarine cables, and particularly with reference to the telegram of the Department of the 21st ultimo, authorizing you and Mr. Vignaud to attend the cable conferences and conclude the convention, I now inclose herewith the necessary full powers in the premises.
