No. 161. Mr. Frelinghuysen to Mr. Denaut.

Sir: Acknowledging the receipt of your note of the 3d instant, transmitting copies of the proceedings of the second session of the international conference for the protection of submarine cables, and expressing the hope that the project may not be amended by this Government, but that full powers may be given to the American delegates to sign the treaty, I have to inform you that this Government has no desire to hamper the conclusion of the treaty by any suggestions or amendments, but is prepared to sign it on the day fixed.
