No. 285. Mr. Frelinghuysen to Mr. West.

Sir: Referring to my note to you of the 17th ultimo, in relation to the transit of Chinese laborers through the territory of the United States when passing to or from a third country, I have now the honor to transmit for your information four copies of a recent circular issued by the Secretary of the Treasury, in which are set forth the conditions under which such transit may be accomplished.
