No. 117. Mr. Evarts to Mr. Wing.

Sir: I have the honor to acknowledge the receipt of your note of the 10th instant and its accompaniments in regard to the refusal of the collector of internal revenue at San Francisco to accept as bondsmen for tobacco manufacturers wealthy Chinese merchants. In reply, I beg leave to inform you that the subject has been submitted to the Secretary of the Treasury, who has competent jurisdiction over, affairs of that character.
