Sir: I have received your dispatch No. 615, of the 25th of April last, in reference to certain postal regulations issued by the Government of Guatemala, and to the suggestion made by the minister of foreign affairs, that a new postal convention be concluded between the United States and Guatemala, for the purpose of reducing the postage-rates between the two countries; and having submitted the same to the Postmaster-General, I now transmit a copy of a letter, under date of the 28th ultimo, received from Mr. Tyner, acting Postmaster-General, upon the subject, and its accompaniments.
