Sir: Referring to your No. 185, I inclose herein a letter from the President to His Majesty the Emperor of Brazil, in which is expressed the appreciation entertained by this government of His Majesty’s courtesy in the appointment made by him of the third commissioner provided for in the American-French claims convention of January 15 last; also a copy of the same.
You will please transmit the copy to the office of the minister of state, and present the original in a manner most agreeable to His Majesty.
