Sir: Referring to your note of 19th February ultimo, with inclosed copy of a provisional convention concluded on the 21st February, 187G, between Mr. Ferdinand de Lesseps, president and representative of the Suez Canal Company, and Col. John Stokes, which convention proposes to introduce certain modifications in the former decision of the international tonnage commission in regard to tolls on the Suez Canal, I have the honor to inform you that the matter presented in your note has received that consideration which its importance demanded, and this government accedes to the request of the Sublime Porte to favorably receive the proposed modification.
