Sir: I have the honor to inform you that a treaty has been concluded between Russia and Japan, by which Russia cedes to Japan the Kurile Islands, in exchange for all the rights of Japan to the island of Saghalien.]
I understand that the treaty has already been ratified by the Emperor of Russia.
