MAJOR: In the organization of the volunteer companies in this part
of the department I have endeavored to secure at least one American
who could be relied upon among the commissioned officers of each company. It is desirable that the same principle should be observed in
organizing the companies that you may call for in your neighborhood.
The names of the commissioned officers should be sent to this office, in order that they may be reported to the governor of the Territory for
commissions. Dr. Steck, Mr. Labardine, and Mr. Mills have been sug- –
gested to me.as suitable persons for these positions. It will be advisa-

ble that the companies now organized by you should be mustered in .
for the period of three months. Such of them as desire it may hereafter :
