de Soulé to James E. Harvey , Esq., & c ., & c ., & c, July 16, 1864

Duke de Soulé to Mr. Harvey

I have the honor of informing you, in addition to my note of 10th May last, and in reply to what you were pleased to address me under date of 19th said month, that the minister of marine, in a communication of 9th instant, informs me of having sent orders to the governor general of the province of Angola to the effect that masters of American vessels entering the port of Loando shall be permitted, as soon as they enter said port, to present to the respective consular agents the registers of their vessels which had hitherto been demanded and retained by the custom-house of said city.

I avail of the opportunity to renew the assurances of my most distinguished consideration.

DUKE DE SOULÉ.

James E. Harvey, Esq., &c., &c., &c.
