Sir: In reply to your dispatch No. 13, of the 23d ultimo, communicating the agreeable intelligence of the appointment by the princess regent of Brazil, in the name of the Emperor, of Baron de Itajubá to be a member of the Tribunal of Arbitration under Article of the Treaty of Washington, I have to express to you the sincere gratification afforded to the President by the selection of so eminent and learned a gentleman.
