Sir: I have the honor to report that General Bartoloiné Mitre, having returned from his mission to Brazil, in which it appears that he has been entirely successful in placing the delicate questions between the two countries, arising out of the Paraguayan alliance, on a satisfactory basis, has been dispatched to Paraguay, with full powers to negotiate the treaty which the above-mentioned alliance contemplates.
The Brazilian minister to this country, Baron de Magallaens, has also gone to Paraguay to represent Brazilian interests.
