Sir : A telegram from Paris, on the afternoon of the 8th, brought the intelligence of the attempted assassination in that capital of the Emperor, Alexander II, of Russia. The tidings were communicated by the Russian consul general, in a circular to his colleagues, announcing that a Te Deum would be sung at the church of the national faith here the next morning, in celebration of the miraculous escape of the Emperor. I made a reply in writing to this circular, and attended the solemnity of the Te Deum together with my vice-consul and first dragoman.
